Good day, uncles, aunts, relatives and friends on the island.  Without many polite remarks, when you’re taking a plane, you can see a small island floating on the sea– it is Lanyu (Orchid Island).  That’s to say, Lanyu is surrounded by the sea, isn’t it? Lanyu is the island surrounded by the sea. Remember, everyone, I think, on this island…

它的所在處, 我們這個島上, 它不靠岸, 為什麼不靠岸, 因為它很寂寞(憂傷), ] 我想, 大家都知道,在最後一次反核的時候, 我們一定要想一想, 有一個非常大家要清楚的地方, 在最後一次即在91年5月4日的時候, 我這裡有一個當時的議定書, 我來唸給大家聽聽],

 

Our island is very lonely (sorrowful) because it is an isolated island. It is not… it is not… it does not know its… its location. This island does not pull  in to shore. Why not? Because it is very lonely (sorrowful). I think everyone knows about the last time we protested  against the nuclear waste plant, the moment we have to think about and everyone has to be clear about. That was May 4th 2002. Here, I have the agreement and I will read it to you.

”經濟部代表政府就蘭嶼核廢料儲存場遷場等議題, 於蘭嶼達悟族...”

這個就是我們蘭嶼代表, 蘭嶼的達悟族跟政府談判的一個最好的議定書,

在四年裡面, ya kapat a kawan ya am(在四年裡), 我們有沒有用這個? 我們很可惜, 所以我們的同胞,,

在四年裡面, 我們有沒有用這個? 我們很可惜, 所以我們的同胞,。

各位叔叔, 同輩的朋友們, 你們要想一想, 我們上次去核場的時候, 這個呢, 我們要依据這些(文件)向台電..., 給台電, 這件事情我們做了沒有? 我們大家一起來做做看, 我們要說的是, 我們對他們的想法(看法), 我們要表達我們島上對於(台電,核廢?)有什麼樣的想法,我們想怎麼做]

 

“The Ministry of Economic Affairs representing the government discussed issues such as moving the Lanyu Nuclear Waste Plant with the Yami people on Lanyu…”This is the best protocol which resulted from negotiations between our representatives and the government. Have we used it during the past four years? It is a pity, my fellow citizens. Uncles and peers, you have to think about the time we went to the Nuclear Waste Plant. Based on these (documentations) we… to TaiPower… give TaiPower. Have we done that? We all have to try to do that together. What we want to express is our thoughts or views on that issue. We want to express our people’s thoughts on the issue (TaiPower, nuclear waste), and what we would like to do.

Ji- 勵得班, 曾經有兩個開發案, 兩億, 退件了, 很可惜,  asa ori, 環島公路兩億開發案也退件了, 非常可惜,

 

[譯:這是第一點, 第二點呢, 我們要想一想, 大家來想一想,在我們這個島上,  你在蘭嶼看到的東西是什麼? 一個呢, 你們有沒有聽過, 在勵德班(以前曾關犯人的地方), 曾經有兩個開發案, 共兩億元但退件了, 很可惜; 另一個呢是環島公路, 也是兩億開發案也退件了, 這是非常可惜的事]

[譯:各位, 第三個呢, 太多人失業了, „如果我有工作多好,這樣我就有飯吃了“, 很多人都到鄉公所去找工作, 但是他們(公所)會挑人, 有挑人?還是沒有? 你們想想看, 實在是太多人在等待就業的機會,  „如果能趕快輪到我該多好? 我想去那裡工作已經等很久了“, 但是你們自己想想, 各位叔叔, 各位同輩的朋友, 各位晚輩們;]

 

Everyone, the third point is that too many people are unemployed. “If I have a job, then I can support myself.” A lot of people went to the Lanyu Township office to find a job, but they (the Township office) will choose people. Do they choose people or not? You think about it! In effect, there are too many people waiting for an opportunity to get a job. “How wonderful it would be if it were my turn! I want to work there and have to wait for a long time.” However, you have to think about it yourself, uncles, my peers, and my children.

 

 

 

這個是要讓大家去思考的一個問題, na ikapat am, 台電土地的承租,

maka-tlo a kawan, 三年承一次, 到現在三年, 92到94三年我們還沒有拿到台電

[譯: 這個是要讓大家去思考的一個問題。第四點呢, 是關於台電的土地承租問題, 本來是三年承租一次, 但是自92年至94年已經三年, 我們還沒有拿到台電的回餽金, 他不是沒有給, 他是給了, 但是我們沒有接受, 因為我們嫌少, 所以這是我們要想清楚的事情]

 

This is a problem everyone has to think about. The fourth is about TaiPower’s land tenancy problem. Usually, they pay the rent once every three years, but for three years, from 2003 to 2005, we haven’t received any money. They paid, but we did not accept it because it wasn’t enough. That is what we have to think about.

[譯:還有, 曾經, 我們每個人分得63,000元, 但是還有很多(188)人因為戶籍遷到台灣而沒有分到, 像這些呢, 我們想想看, 為什麼他們沒有得到? 他們說, “我們也曾參與島上的工作(反核?), 我們也是島上的達悟族人, 不是什麼外地人”, 像這樣, 他們沒有得到63,000元,  難道他們不值得同情嗎? 能不能有解套的工作, 就是在鄉長的責任之下, 你可以做這種解套工作, 你說對不對]

 

Besides, although each of us was alloted 63,000 dollars, there were still  a lot of people (about 188) who had moved to Taiwan and thus did not receive the money. We have to think about such things – why didn’t they receive it? They said, “we also took part in the work (protesting against nuclear waste), and we are also Yami on the island, not outsiders.” It is a pity that they didn’t receive 63,000 dollars, isn’t? Is there any solution? That is the job of the Township Chief. You (the Township Chief) can attempt to solve this type of problem, right?
